He didn’t speak of the chain of command; or of the military principle that commanders who delegate authority never shed responsibility; or of the doctrine that officers guard their soldiers’ lives as their own. All he had to say was that the Federal Aviation Administration, not the Defense Department, was in charge of certifying the airline that flew the stricken plane.
