On flint and steel cause I go ice fishing I take 1/4 roll of tissue paper, rough it up and make the general shape of a cone. Wrap that in electrical tape leaving one end open, then ziplock bag.. lighter depending but most don't work well wet. But tissue almost always go up in one or two strikes and is a mini torch as the tape slows the burn.
